What Is Adaptive Fragility?

Adaptive fragility occurs when a system*) becomes weaker because actors continuously adapt to pressure instead of addressing the underlying causes of instability.

The system survives.
Operations continue.
Problems appear manageable.

But over time, the ability of the system to absorb shocks may quietly decline.

Example

The UK Electricity Grid

Many electricity grids were originally designed for relatively predictable patterns of centralized energy production and consumption. As electrification accelerated and renewable energy sources expanded, pressure on the system increased. Instead of fully redesigning the infrastructure immediately, many regions adapted incrementally: temporary congestion measures, delayed connections, emergency balancing mechanisms, and increasingly complex coordination between actors.

The system continued functioning, which created the impression that adaptation was working. But the growing dependence on constant balancing, precise timing, and limited spare capacity also made the system more sensitive to disruption. The system adapted — but in doing so, it also became more fragile.

Why Adaptive Fragility Matters

Adaptive fragility matters to decision-makers because a system can appear resilient while actually becoming more vulnerable underneath the surface. As actors continuously adapt around pressure and disruption, leaders may underestimate how dependent the system has become on improvisation, coordination, and uninterrupted conditions.

This creates a strategic risk. Decision-makers may assume the system is coping successfully because visible failure is avoided, while in reality the system is losing flexibility, spare capacity, and resilience over time. The longer this continues, the harder structural change can become. Resources are increasingly spent on maintaining continuity instead of strengthening the system itself.

Adaptive fragility also makes disruption more difficult to interpret. When problems finally become visible, they may appear sudden or unexpected, even though pressure has been accumulating for years through repeated adaptation. By then, the system may already depend on layers of temporary solutions that are politically, economically, or operationally difficult to reverse.
Adaptive fragility can also narrow strategic imagination. Because actors become focused on keeping the system operational, it becomes harder to consider deeper redesign, alternative pathways, or long-term transformation. The system gradually locks decision-makers into managing instability instead of reducing it.

Adaptive fragility can distort decision-making because systems that continue functioning create the impression that current strategies are working.

Decision-makers may therefore:

- postpone structural change,
- underestimate long-term vulnerability,
- prioritize continuity over resilience,
- and interpret successful adaptation as evidence that the system is robust.

When instability emerges, actors usually respond pragmatically: they introduce temporary measures, compensate for shortages, improvise around bottlenecks, and coordinate more intensely to prevent failure. These adaptations can be highly effective in the short term because they allow the system to continue operating despite growing pressure.

Over time, however, the system may become increasingly dependent on those adaptations. Instead of removing the underlying causes of instability, actors continuously work around them. Because the system still appears functional, there is often little urgency for deeper structural change. In this way, adaptive fragility can persist for a long time. The more successfully actors prevent visible breakdown, the easier it becomes to underestimate how much hidden effort, coordination, and compensation are required to keep the system operational.
